Makarova was born in 1907 in St. Petersburg. She enrolled in the MASTFOR theater program in 1924, where she first met Sergei Gerasimov. In 1927, Makarova appeared in her first film, Somebody Else's Coat, produced by the Soviet government-sponsored Sovkino film studio. She crossed paths with Gerasimov again on this film. The two began a romantic relationship and soon married. She did a series of films in the second half of the 1930s, including Komsomol, Teacher, and Masquerade.
