A new team distribution was decided by UEFA, abolishing the Fairs Cup criteria. Two clubs for a nation became the ordinary assignment. However, the five strongest federations had a third club, and the three biggest ones a fourth team: consequently, the eight minor nations could enlist a single club only.[1][2]

- The five most successful nations in the first 15 years of the European football were Spain, Italy, England, Portugal and West Germany. If Italy and England easily became part of the big three, Francoist Spain was opposed by the Eastern bloc for political reasons, so West Germany obtained its position underlining its economic strength.
- Albania and Northern Ireland did not join, so they were substituted by clubs from France and Yugoslavia.
