Early life and education

Lovell was born in Brooklyn, New York. He received his Bachelor of Criminal Justice degree from Park University, and served in the US Air Force.[2][5][6][1]

Career

Lovell has been on the Portland police force since 2002. He was most recently head of the Community Services Division.[3][7]

In 2006, while serving as a school resource officer, Lovell and another officer allegedly placed a teenage girl in a neck hold and handcuffed her after she refused to sit down following a confrontation with the school's dean of students.[8] The student filed a federal lawsuit against the two officers and the dean of students, but in 2009, a jury found that the officers had not violated her Fourth Amendment rights.[9]

He was a lieutenant when Chief Jami Resch resigned and asked him to replace her in June 2020, following criticism over the department's response to protests following the killing of George Floyd.[3]

Personal life

Lovell lives outside Portland, in Washington County.[6]
