Rashtriya Raksha University
Rashtriya Raksha University, formerly Raksha Shakti University (RSU) is an internal security educational university located in Gandhinagar, Gujarat, India.[2] It is the first internal security institute of India, established by the Government of Gujarat, India in 2009. In 2020, vide an act of Parliament of India,the Government of India took over the University from the Government of Gujarat.[2]

The university offers under-graduate, post-graduate, research degree programmes, and professional diploma and certificate programmes.[3] The Institute was inaugurated by the former Chief Minister of Gujarat, Shri Narendra Modi on 22 July 2010.[4]
The university has been upgraded as Rashtriya Raksha University, a National University, as an Institute of National Importance through RRU Bill 2020 presented in Lok Sabha [5]
History
Raksha Shakti University (RSU) was established in the year 2009 by the Government of Gujarat when the honourable Prime Minister, Shri Narendra Modi was the Chief Minister of Gujarat.[4][6] The University was set up to provide youth with better academic qualifications in fields of counter-terrorism, anti-insurgency and cyber security.[7] It lays great emphasis on professional security, strategy and defence education.[8][9]
Campus
The RSU Campus is located northeast of Ahmedabad, in a village named Lavad, near Dahegam in Gandhinagar district. The site is abutted by a 1.5 km stretch of Meshwo River across 250 acres on the southern boundary. The University has received a 5-star GRIHA rating for Green Campus and acquired Green Campus Award in 2018.[10]
Architecture
The campus design motive is to preserve the existing land and its landscape with the climatic considerations of rain, breeze and moderate heat. The University possesses energy-efficient architecture as it believes in balancing all aspects of energy such as lighting, space-conditioning and ventilation by providing an optimized mix of passive solar design strategies.
The major feature of the design is the amalgamation of the boundary wall with training activities. The wall is designed as an activity wall for running, jumping, crawling, climbing, tunnel training, commando training, ropeway training and muddy pathway training among others. The housing typology for faculty quarters and students’ hostels are developed upon the principles of courtyard housing.[11]

Raksha Shakti University provides education, training, extension, and research activities in domains related to National Security. The university consists 15 different schools focusing on major areas of National Security, Information Technology, Innovation and Research and Law and Policy.
Online program
Raksha Shakti University also believes in the concept of Open University in Higher Education in order to expand its scope to students in other states so that any student from any part of India can learn from here. In this regard RSU’s Integrated Space for online Education (RISE) has been launched.
Admissions
RSU offers different academic programs among its schools and has admission and eligibility processes accordingly.[14] Minimum passing marks in the required qualification level for all programmes (Except M.Phil. & Ph.D.) is 50% for General Category and 45% for SC/ST/Differently Abled and Female Candidates.
Candidates seeking admission in LL.M. Programme must appear for CLAT conducted by the Consortium of National Law Universities (https://consortiumofnlus.ac.in). Candidates must fill CLAT Application number/Roll number while filling the application form. Merit shall be prepared strictly based on the CLAT 2020 score.
The merit list shall be prepared for B. Tech.- CS (All India Quota seats) for the students who have qualified JEE main examination only with 50% marks in PCM, and if seats remain vacant than it shall be filled by the students who have not qualified JEE main examination but having a minimum of 60% marks in PCM. All seats of M.Tech.-CS (All India Quota seats) shall be filled by the merit of CGPA/Percentage-marks and preference shall be given to GATE qualified students.
10% Supernumerary seats to cater to the nominated candidates from central or state government, semi-governmental, public sector undertakings, police/military/para-military and security agencies. For Non-Resident Indians and Foreign Nationals, to be admitted in the supernumerary seats, tuition fees shall be 1000 USD for the Diploma programme, 2000 USD for Under-Graduate programme and 2500 USD for Post-Graduate programme.
Library
A collection of more than 7,555 books in a variety of subjects is the speciality of the RSU library. The library has access to books on security, police administration, criminology, forensic science, sports, law, cyber security and many more. Moreover, it has an excellent collection of books regarding literature, crime fiction, health, fitness, personality development and competitive examinations.
Additionally, the library at RSU acquires periodicals including journals, magazines and newspapers. The main focus is to provide insights to library users into recent developments in the mentioned domains. It also includes over 200 student projects, research dissertations as well as thesis projects. A digital collection of CDs/ DVDs, a specialized electronic database that includes GLHEL ( The_ Laws_ Super), EBSCO Criminal Justice Abstracts with full text, world e-book Library and South Asia Archive.[15]
Research and publication centres
Research is an integral part of the activities of RSU. The university conducts researches within its academic programmes under all the schools to study & explore semi-structured & unstructured problems. These researches facilitate scientific, optimal & innovative solutions to maintain peace and harmony in society.[16]
One of the major researches carried out is by Dr. Sumit Kumar Choudhary, Head of the Department of Forensic Science. It has busted a myth around 'Corrugated Lines as Evidence of Forgery' on which many forensic handwriting experts have relied upon till date.[17]
RSU regularly organizes Seminars, Conferences, TOTs, Workshops, Awareness Programs and Value-Added Courses among others.[16] It always keeps a leading position in organizing seminars like National level Research Methodology workshop sponsored by ICSSR, International Conference on Police Science[16][18] and national seminar on IPR and Cyber Security.[16]

Major achievements
The union government introduced a bill to upgrade the Gujarat based Raksha Shakti University as an institution of national importance. G Kishan Reddy, Union Minister of State for Home, introduced the Rashtriya Raksha University Bill, 2020.[20][21][22][23]
Amit Shah, The Union Minister for Home Affairs while speaking at the valedictory session of 47th All India Police Science Congress in December 2019, said that the government will establish 'Raksha Shakti University' and affiliated colleges in the states where there is no police university.[24][25][26]
Raksha Shakti University had signed an MoU with Israel based ‘HackerU’ for its course of PG Diploma in cyber forensics since 2017-18.[27]
Arjun Ram Meghwal, Minister of State for Parliamentary Affairs, Water Resources, River Development and Ganga Rejuvenation awarded the Merit trophy to Raksha Shakti University at the 14th National Youth Parliament Competition, 2017-18.[28]
RSU's Priyank Parmar - a bright student of M.TECH Cyber Security in his third semester, developed a mobile application ‘COPS-G’ for authenticating and identifying fake police in Gujarat[29] which was mentored by Professor Dr. Ravi Sheth.
Forensic psychologist Reena Sharma while pursuing her Ph.D. from RSU opted for the positive criminology route and assessed violent behaviour of 110 prison inmates convicted under heinous offenses like murder, rape, etc. She convinced the prison authorities to set up a psychological cell in Sabarmati Jail, Ahmedabad, Gujarat.[30]
RSU has signed an MoU with India Navy for collaboration for innovation and research in the field of defense. RSU was praised by Honourable Defence Minister Shree Rajnath Singh on the occasion.[31]
Placements
Internship & Placement Division of Raksha Shakti University endeavours to facilitate and provide suitable placement in reputed multinationals, government organizations and the private sectors. All students of the university are entitled to placement assistance, need-based training and counselling for employment. The division assures support to the visiting organizations at every stage of the placement by making university infrastructure available to them.
The Internship & Placement Division acts as an interface between the recruiters and the students for primarily enabling the students to select the best available option for their career. The division liaisons with the recruiters to provide suitable jobs to the students completing their study from the University and the section continues to facilitate the students who have already graduated from the University depending upon the requirements of the recruiters and alumni. The division conducts extra classes and mock interviews to enable and prepare the students to become successful professionals.[32]
Student life
Student accommodation
The residences for students are anticipated as not just hostels with long corridors but rather as homes, shared by 25-30 people. These courtyard homes are put together forming a hierarchy of communities. When a cluster of homes come together they start sharing sports facilities such as badminton courts and playgrounds.[11] The residence is spread in a wide area and thereby doing justice to maintain a positive space and healthy environment to the students.
Events
Malhaar is the annual cultural festival of RSU which is organized by the student community every year, involves participants in various activities such as Dance, Drama, Skit, Singing, etc. The popular performing artists from all across the country are also invited to participate.
Sangram is a sports fest of RSU which is organized every year primarily concerned with bringing out the physical ability of the students. Various outdoor games such as Kabaddi, Kho-kho, cricket, Badminton, volleyball, athletics, and indoor games like chess and Table-tennis provide an opportunity for sports enthusiasts so that they can show their skills and passion towards sports.
Techno-Castle an annual technical event organized by the School of Information Technology and Cyber Security, RSU. The event consists of analytical questions leading up to the final coding round. It is a nice break from regular studies which provides an opportunity to enjoy while learning.
Impact
Extension
RSU continuously organizes various activities to inculcate the understanding and responsibility of serving the community and the nation amongst everyone to support a series of disciplinary activities. Extension activities are thus, the sum of all the aspects such as disciplinary knowledge, problem-solving ability, leadership, communication and interpersonal skills. These skills are achieved with the evaluation of continuous efforts to bring the necessary change.[33]
Training
The Raksha Shakti University has always been in the public eye for organizing the specialized security training programmes in the country since its commencement. The university has conducted several impact training programmes of varying durations consisting of core and interdisciplinary domains of security, policing, forensics, cyber security, digital forensics, criminology, victimology and security laws. The courses are specifically designed to fill in the gaps in skills of the trainees and upgrade their existing skill sets.[34]
The esteemed internal faculties of RSU and the famed external experts have been conducting in-house course designing by customizing them as per the request of agencies based on their requirements and thereby understanding the challenges of the field.
In addition to this, Raksha Shakti University is also set to define a training module for commandos of elite security units called the ‘Special Protection Group (SPG)’. The SPG protects the Prime Minister, former Prime Ministers and their family members.[35][36][37]
