- January 1 – President Clinton issues a statement on the death of Arleigh A. Burke, reflecting on his dinner meeting with him the previous summer and expressing condolences to his family.[1]
- January 2 – President Clinton states that he hopes an agreement can emerge during budget negotiations while speaking to reporters in the Oval Office.[2]
- January 3 – President Clinton addresses the ongoing government shutdown and its consequences on the American people in the Briefing Room.[3]
- January 3 – President Clinton sends a message to Congress on the subject of the national emergency afflicting Libya.[4]
- January 3 – President Clinton sends a message to Congress regarding the most-favored-nation trade status of Romania.[5]
