Bali United are the defending champions. Persik, Persita, and Persiraja joined as the promoted teams from the 2019 Liga 2.[6] They replace Badak Lampung, Kalteng Putra, and Semen Padang who were relegated to the 2020 Liga 2.[7]
Effects of the COVID-19 pandemic
The season was suspended on 15 March 2020 after finishing the matchday three due to the COVID-19 pandemic. The initial suspension was until the end of March, which was then extended to 29 May.[8] On 27 June 2020, PSSI issued a decree to continue Liga 1 starting October 2020.[9]
On 10 July 2020, PT Liga Indonesia Baru (LIB) followed up on the PSSI Decree by making several announcements. The season would be continued from the matchday four on 1 October 2020 and scheduled to end on 28 February 2021, with a note that the schedule would follow the situation of the development of the COVID-19 pandemic. All matches will be held and played behind closed doors. No format changes as the league is still held in the double round-robin format. All matches will be centered on the island of Java. Teams from outside Java will be based in Yogyakarta.[10][11]
On 17 July 2020, after a meeting of all teams, five substitutions were permitted, which has been temporarily allowed by IFAB following a proposal by FIFA to lessen the impact of fixture congestion. In addition, no teams will be relegated and all teams must have a minimum of two U-20 local players. Each team must conduct a PCR test before the competition and a rapid test every 14 days during the competition while PT LIB will do a rapid test the day before matchday.[12]
Each team must include two U-20 local players in the line-up list, whether to play it or not, it is up to the team.[13] The mid-season transfer window will be opened between 21 September – 18 October 2020 and applies only to players who are not registered to the club in the first round. All the transfers will not be recorded at FIFA Transfer Match System (TMS) because it will exceed the number of registration periods in accordance with the FIFA Player Status & Transfer Regulations.[14]
On 29 September 2020, PSSI has officially decided to postpone the continuation of Liga 1 and Liga 2 for a month after coordinating with Kemenpora and PT LIB because the police have not given permission to the crowd.[15]
PSSI stated on 29 October 2020 that the competition will not be held until 2021.[16] PT LIB has given a letter to participating clubs regarding the continuation of the competition. They determined that the Liga 1 will be held again in February 2021 and scheduled to finish in July 2021. The league format is still to be determined.[17]
This postpone also had an impact on Indonesia's representatives in the 2021 AFC Cup competition. The teams playing in the AFC Cup were determined by the results of the previous domestic season. Bali United, the 2019 Liga 1 champions, qualify as Indonesia 1. PSM, the 2018–19 Piala Indonesia winners and Persebaya, the league runners-up, were not granted an AFC Cup license. As a result, Persipura, the league third place, qualified as Indonesia 2.[18]
Teams
Eighteen teams is competing in the league – the top fifteen teams from the previous season and the three teams promoted from the Liga 2. The new teams this season are Persik, Persita, and Persiraja, who replaced Badak Lampung, Kalteng Putra, and Semen Padang.
