Electoral system
Both the President of the Region and the Regional councilors are elected by universal suffrage. The candidate who obtains the majority of valid votes at the regional level becomes President. These must be linked to a regional coalition. A majority of seats calculated on the basis of the percentage obtained at the regional level is therefore attributed to the list (or coalition) of the elected president. In particular, three possible scenarios are envisaged:
- 18 seats are awarded if the winning coalition has obtained a figure equal to or greater than 40% of the valid votes;
- 17 seats are awarded if the coalition has obtained a percentage higher than 37% and lower than 40% of the valid votes;
- 16 seats are awarded if the winning coalition has obtained a figure greater than 34% and less than 37% of the valid votes.
The election of the Regional Council provides for a competition between lists, presented within the five districts of the Marche region, coinciding with the five provinces of the Region. The electoral system is proportional, with a barrier threshold set at 5% for coalitions unless at least one group of lists that form it does not have 3% of the valid votes at the regional level.
