The ministry oversees school education and school accreditation in the Russian Federation. It is governed by the Constitution of the Russian Federation, federal laws and statutes, executive decrees from the President, as well as education-related international agreements. The ministry manages the establishment, maintenance, and closures of state schools, and controls the curriculums therein. It provides the procedural guidelines for interpersonal communications between schools, parents, legal guardians, and students, particularly in instances of unexpected or extenuating circumstances, such as the closure of a school or misconduct of school employees. Aside from schools, it also governs institutions of professional and vocational education.[2]
